In 1974 the ACLU sued the federal govt . . . Confining the mentally handicapped was "Unconstitutional" . . . The Supreme Court agreed and ruled that they could no longer confine these people against their will. Reagan was inaugurated in January 1981 . . . are you suggesting he should have "defied" the supreme court?
