The larger point missing in all these replies is that there is NO article of the Constitution that allows the federal government into education. If it is a government function at all, it is a state or local function. And the only proven way for a government to educate is to provide vouchers to the students to get an education where they wish. That way, there is no conflict with the First Amendment.
