One of the other things the government does to strip the poor of their income: if someone gets behind on taxes or child support, the government takes away any and all licenses the person needs to do their job. A beauty operator for instance, who makes little enough as it is, would be stripped of his/her license to cut hair. How is that in any way helpful? How can you get caught up in your payments if you can't do your job? You can even be thrown in jail for getting behind in child support (not to mention taxes), and it happens frequently. In my state; people get thrown in jail longer for missing a few months of child support than someone in California would for causing a car accident while hopped up on cocaine!
