For the sake of clarity, you might want to check for legislative accuracy. The President is required by law to submit a budget to Congress. Both houses are also required to submit budgets. The Congress of the United States is required to reconcile the two into one budget to be signed by the President. That is the law. Of course, Mr. Reid in the Senate seems to think that continuing resolutions and omnibus spending bills are adequate since he has nothing but disdain for the law, much as this president.
