Until some time between 2030 and 2040, all that Social Security is doing is collecting on the tremendous debts that the REST OF THE GOVERNMENT OWES IT form spending the huge SS surpluses of the past. This does not even add to the deficit! Every penny the Govt borrows to pay the SS shortfall reduces the Federal debt to the SS fund by one penny when the ovt pays it out to an SS recipient. Net change of debt is zero. Now, it's not a good situation. We need to raise the retirement age or something. And if we ever get back to having surpluses, we should maybe keep one or two years worth as a cushion, NOT SPEND ANY OF IT, then just start giving it back to the people a year at a time.
