Low wage workers get paid their interchangeability cost: what it costs to keep one in preference to replacing one. Companies no where are obliged to provide workers with health care; a WWII distortion gave employer-provided healthcare a tax advantage. That tax-advantage doesn't count for much at low wages. Our govt., in its efforts to see everyone provided with healthcare, tries to force companies to provide more healthcare to the low-wage segment of the population. The economy will adjust. Some companies will pay. Some customers will shift, and so will companies. Some outlets will close. We will see what the cost of "fair" is.
