The problem lies with the Full Faith and Credit Clause, which means that then when a single state such as Massachusetts or Hawaii changes their definition of marriage, all the other States must honor this allowance. In order to get around this, DOMA acts under the Supremacy Clause, allowing the Federal Government to override the individual States' laws in order to establish a single standard.
