Lincoln was acting to raise huge funds through the new Republican Party control of Congress to pay for the building of a Northeastern industrial revolution. The war was not over slavery, that was protected in the U.S. Constitution, Lincoln cared little one way or the other although he opposed slavery generally and would have required an amendment to change, it was not over "saving the Union", the Union would have continued to exist even after eleven agriculture states withdrew, and factually the war was over the collection of punitive taxes on agriculture states and protection of northeast manufacturing.
