Do you remember before food stamps? We used to give out government commodities. These were the products that government bought to support farm prices. Otherwise it would not be profitable to raise these products. They consisted, in the south, of beans, rice, corn meal, butter (gallon jars of butter), gallon cans of potted meat plus milk and cheese. That sounds pretty much like a balanced diet for that day and age. Grow you some vegies and off you go. Well, that was considered to be demeaning to the poor so now they throw it out and give out food stamps so that they can buy steak and the workers can not.
