Immigration policy is run by the government so of course it's a mess, but there is no other choice so it must be simplified, liberalized, and have some stated objectives for granting permanent visas. That said ,we also must change incentives so that the market solves the biggest parts of the problem. Do away with welfare for able bodied persons and persons who are not legal residents. Require legal status for employment. Once that is done those here who have jobs and want to work who are not legal will be forced to apply for a legal visa. If they meet our criteria for immigration, they'll get one, if not, the won't. Those either knowingly or unknowingly illegal should not get preference over those abroad who are waiting in line.
