There have always been incentives that conflict with moral responsibility, but as was indicated in the article those incentives were easier to overcome before divorce laws became what they are now. My point is that some of these incentives are self-imposed through laws and regulations. And maybe I'm naive, but I think if those incentives were removed or mitigated than people would be more prone to being responsible as you say.
