That isn't the point. Leadership isn't "leading the congress" in a legal sense. Every President before this one met, usually weekly, with leadership of both the House and the Senate, using the Office of the President to discuss, persuade, cajole, compromise and ultimately set priorities. This President hasn't. At all. He has never stopped campaigning. Take his jobs counsel, which was set up with such fanfare. He met with them ONCE in 12 months. Even Imelt said it was a joke. He outsourced Obamacare and the Stimulus entirely to Reid and Pelosi. He does not get his hands dirty, he does not get involved, he does not do his job.
