Fiscal year 2009 began 1 October 2008 (about 4 months before Obama took office), but the Democratic controlled congress didn't pass and send the final appropriations bills to the white house until after Obama took office. The government was funded on continuing resolution authority while Bush was in office. Obama voted for the appropriations as a member of the Senate. Bush had no significant role in defining the 2009 non-budget budget. Obama and the Democrats own the 2009 spending excesses.
