The law requires the President (OMB) to submit a budget to Congress at the end of Feb every year. Obama has done that. What you probably are thinking of, is that a change in the budget process in the 70s required Congress to pass a "budget resolution" after receiving the President's budget. The amounts requested in the President's budget are then supposed to be "reconciled" against the Congress budget resolution. Of course while Congress can pass a law requiring future Congresses to do certain things (like pass a budget resolution) there is no way to enforce it.
