Well, that is the Libertarian position, that open-borders are beneficial to society but that first all government social programs must be eliminated so that the people that come will be ones that come to contribute to society rather than to take from it. I sincerely doubt Libertarianism will ever win more than about 5% support among the public. But, go for it. If you can win the hearts and minds of the public to abolish all social programs then I will not object to an open-borders immigration policy.
