Hispanic is not a useful term. Most are indigenous Americans from Mexico and Central America who are not Hispanic. Spanish is their second language. Most of these as well as many Latin Americans will take free stuff if we remain stupid enough to offer it, but they and their families didn't flee centralized administrative states to get free stuff, they came to work and many are entrepreneurial. We must cut all welfare and all free stuff, but not focus on "Hispanics or blacks" but on policies that promise upward mobility, less interference in their small businesses and less on whether they came here legally or not. We have to have outreach nationality by nationality in Spanish. We can't address them as if they were homogenous.
