Actually, the human genome is capable of having a conscience, it is smply a matter of chemical reactions in the brain and whether the genes that turn-on those chemical reactions are not inhibited. Therefore, unless there is a defect, a conscience is built-in. However, there is a growing body of study showing there is an epigenome. Think of it as the off and on switches for genes. So, enviromental factors could turn off the switch for the chemicals that help form a conscience. Thus, you are partially right on a genetic level, some are born without the switch on and some have the switch turned off by enviromental factors.
