25,000, or even 116,000 people aren't enough to carry a majority vote to secede in any single state. If the majority of the state can't agree to secede, then Congress certainly isn't going to get a 2/3rd vote to allow it. That's the only legal way you can secede from the Union; a point that the Confederacy violated, providing justification for military intervention to prevent it.
