What does "with that and other related labor expenses, the mail agency sustained an operating loss of $2.4B, lower than the previous year" mean? Any company that doesn't count salary expense into their "burn rate" can preach profitability because labor constitutes as majority of a company's expenses. So, they just discount the problem ($11.1B worth), making people think if someone else had to deal with their burden (as Donahue wants Congress to act) everything will be fine and dandy. How convenient for a dysfunctional "self-sufficient" company!
