Madison, You are so wrong, if supervisor would do their job and document either, poor performance or conduct, conduct is easier, they could remove the worker who is not producing easier that it is in the private sector. The private sector can strike to keep the employee working it is called solidarity, were as federal employees cannot. But the premise you state is not the union fault, I blame the supervisor for allowing this to happen and if they would just take the time to document correctly they could and would have a better work force.
