But who's CEO is going to act in such an open manner? Would anyone be willing to buy a stock if the CEO were selling 95% of their shares? Proper account keeping should let people know there is a problem without the need to examine the CEO's stock holdings. But if the CEO can personally benefit from giving people the wrong impression then you are more likely to have a problem.
