An advanced service economy like we now have, which is VERY different from 1900 when a huge wave of sometimes ignorant poor emigrated, simply CANNOT afford upward mobility to the ignorant poor, especially when clinging zealously to Espanol. They WILL become serial dependent class bottom dwellers. We are importing poverty and ignorance and low aptitude. What we SHOULD do is attach green cards to those who have gotten advanced degrees here, regardless of their origins.
