Obiously, the "declining" numbers of the spotted owl can also be based on another reality......they have migrated to other parts of forests that they have no pressure. Like most animals do. Timber needs to be cut. Where there is activity, animals move away from the activity...(some, not all) they will not be disturbed. When the activity ceases...they come back.
