Sure they could do that. If they set up a massive intranet in russia and ensured all users in the country were routed through their servers before they got to the dns, they could probably ban whatever websites they wanted in their country, just like you probably can't access certain websites on your work computer. I feel like that might be cost prohibitive, but hey, its their money. That has nothing to do with taxing the internet though.
