more specifically Dodd, Frank, Bernanke...and their cohorts. If The Federal Government takes 100 dollars from my neighborhood in taxes and then "doles" it out to the "needy" $75 is taken out for processing fees, redistribution costs and federal/state employee benefits and pensions. The remaining $25 is allocated to my neighbors in need. It is more fiscally sound to KEEP money in localities and let the full amount be dispensed to the "needy" who are actually known by their neighbors. Hence the States take care of themselves and the Federal government take their direction from us, their employers, the States.
