In the original Constitution, the states were represented by the Senators that the state legislature selected, and people of the states were represented by the Representatives that they had voted into the House. In 1913 the 17th amendment provided that senators would be directly elected by the people. It's well beyond time to repeal the 17th amendment. Obamacare would never have been passed if the states had been given a say.
