The latest number reportedly is almost 141 percent, based on 247,383 'cards' being cast among 175,554 registered voters. A 'card' is one page of the two-page ballot, not one entire ballot. The total number of cards cast is not simply double the amount of voters, either, because some voters did not cast both pages.
