Secession breeds secession. If a state secedes, and a city or county in that state decides they disagree, then that entity can secede from the seceded state, logically. Then, if a neighborhood in that seceded-from-seceded area decides they would rather be part of the state that seceded, or better off on their own completely, they can secede from the seceded seceders. To the point that, yes, every individual can be their own sovereign entity, as it should be.
