Two words: secularist libertarians.
State or Religion is a false dilemma. There are other possibilities. Secularist Republicans and secularist Libertarians don't view the State as primary. They're just consistent: they want separation of church and state and separaton of economy and state. They're the ones who say they want government to interfere as little as possible in our religious, social, and economic lives and mean it; not people who 'want government off our backs' but want it in people's bedrooms.
