No. The religious organizations were not favored. They were simply included instead of excluded. Prior to that, religious organizations had to lose/hide their faith based principles in order to get funding to help the poor. Which makes sense since they are by far the most efficient way to help the poor. Question is, why do leftist and liberals, who claim to care for the poor, oppose this? Is it because their "care" for the poor is politically based? Yes.
