On Dec 7, 1941, Japan attacked our naval base at Pearl Harbor, killing some 2000 Americans. A "proportional response" would have been to attack one of their naval bases. Instead, we mounted a massive four year campaign, reduced their cities to rubble, dropped two atomic bombs on them, killed millions of Japanese soldiers and civilians, overthrew their government and occupied them for five years.
