To this I would add: anyone holding an *elected or appointed* *state or federal* office, upon completing his term. may NOT run for any federal office until he has returned to his district and has physically resided there (not just maintained an address for tax purposes) for as many years as his expiring term lasted (i.e., for the House, 2 years, for President, 4 years, for Senator, 6 years, and for state offices, however long they last). [Obviously, state constitutions would have to be separately amended to keep federal officeholders from jumping immediately into a state office.]
