I have a radical idea for this issue that I have been floating for several years now. A Constitutional Amendment that would repeal the 17th Amendment and make the selection of Senators the business of the state governments again. And a repeal of the 22nd Amendment limiting the number of times a President can be elected. And a new Constitutional Statute that prohibits consecutive terms of office in the same seat or governmental body. Every two years would bring a complete turn over of the house. Every two years would bring a complete turn over of 1/3 of the Senate, and every 4 years would bring a new President. This would stop incumbents from needing to campaign, other than to endorse another candidate. And get the new blood flowing.
