They got it legalized on the basis that the state will collect taxes on it but in order for the state to collect taxes on it, they have to make growing it by anyone other than a licensed grower illegal. That's right, kids. no growing it in your back yard, window box or in a flower pot in your bedroom. If you want it, you have to buy it from a retailer and you better have a tax stamp on the package just like with tobacco products or you'll still go to jail for tax evasion and possibly smuggling/bootlegging if you are caught carrying over state lines.
