In its lust for power, and under the leadership of the progressives, Congress was not satisfied with with its powers enumerated in the Constitution. It set up unconstitutional agencies and departments over which it now exercises little control. Instead of legislation originating in the House of Rep. as required by the Constitution, most originate from these rogue agencies. The Clinton administration issued 40 regulations/day, Bush's 65/day, and Obama's 80/day. This makes POTUS, not the Executive, but a Super Legislator, i.e., a king. Goodbye U.S. of A.
