The military combatant commander in charge, CENTCOM commander General Tommy Franks, with his staff, put the invasion plan together. They gave their troop level requirements to the President and the Sec of Defense. General Franks was given an additional reserve of over 200,000 troops to draw on if, in HIS opinion they were needed.
