The most heavily impacted sectors of New Orleans were largely renters whose economic loss didn't extend to the destruction of their landlords' property. Their relocation expense would have been minimal. Their largest loss was the loss of employment due to employers being shut down - some permanently. Landlords have chosen not to rebuild in the lower-lying areas of New Orleans - a totally rational decision. The city needs to be radically downsized and its population moved inland.
