I'm in a private union, and most of the time, a very small percentage of the rank and file membership are the ones 'voting' for a large contract to be accepted. Most of the folks usually have no idea what's actually being voted on, let alone get invited to attend the vote and other proceedings. The union big wigs have a core group of flunkys and hangers-on that vote by proxy for the rest of the membership and know how they 'should' vote based on series of word of mouth phone calls or emails to these people. Don't blame the regular employees, they are just useful idiots.
