Nope the flood insurance program is one that was passed in 1968...which was with a democratic president (LBJ) and a democratic lock on both houses of congress and part of the law is that future congresses are required by law to maintain the health of the flood insurance program. Short of terminating the flood insurance program there isn't much that can be done.
