Budgets are prepared in the House of Representatives. As prescribed by law and under Republican leadership, the House has prepared and passed a budget every year they have had the majority. If the House passes a budget, and since all spending bills are originated in the House, if the Senate refuses to pass a budget, the Republican House should adopt their budget and allocate spending with respect to that budget. In short, if the Senate doesn’t think they have a legal responsibility to pass a budget, the House should “deem” theirs passed. Who says that “we” can’t operate under the same rules as the left?
