Exactly. Thats how it is in all socialist countries. My brother in Norway was waiting for Bypass Surgery. He was in serious condition, the Dr. told him not to anything, no walking, nothing. Finally after waiting 6 weeks, there was an opening, so he went to the hospital. He was hooked up to whatever, the surgery was supposed to be a in a few hours. Someone came in and informed him it had been postponed indefinitely because another case has come in. These "other more important cases" are usually private patients, who pay cash. So the capitalistic system still works under the table. They call it "working in the black". Its not just the medical profession, everyone does it.
He went home, finally after another month he had the surgery.
