While your proposal might be best for the common good, it makes no sense for a state to adopt it from its own perspective. It mitigates the power of that state, and I for one am unwilling to cede any remnants of state power since the states are already practically powerless enough as it is as far as the federal government is concerned. The one lump-sum of electoral votes to the winning candidate increases each state's power immensely over the alternative vote schemes. The CD option has most of the same negatives of the NPV, with the exception of the powerlessness of rural midwestern states in the NPV that isn't present in a CD model.
