All a disaster does is suck resources away from the rest of the country. It is a boon to local tradesmen and might hasten the elimination of some blighted neighborhoods- if the free market is allowed to work (didn't happen with Katrina due to political interference). I remember trying to buy sheetrock after Hurricane Andrew- an expensive and often fruitless venture. But the high prices sure encouraged the manufacturers to come up with more!
