" Democrats know amnesty swells their voter rolls. 1984, Reagan got 37% of the Hispanic vote. Reagan grants amnesty in 1986, 1988, Bush got 30% of the Hispanic vote. Despite granting amnesty, the Hispanic vote for Republicans went down 7% and that 7% voted for Dukakis over Bush. Besides, if Republicans signed on to amnesty, the Democrats would accuse Republicans of supporting amnesty only for political gain and not really wanting it in their heart (Democrats would project, in other words). Amnesty didn't help get votes then and it won't now.
