When the 2nd Amendment was passed onto the States for ratification, the first and third commas were excluded. Read in that context, it's easy to see that the right to keep and bear arms is an individual right. In other words, the citizen has a right to have arms so they can join a militia; not having to join a militia so they can have arms.
