The US laws were founded on the principal that "you are innocent until proven guilty". The government has to prove you are guilty. But the IRS has turned that around. With them, you are guilty unless YOU prove you are innocent. And even with proof, you may still be considered guilty for various reasons including the fact that they want you to be guilty. I would say that this is the only group that does this but I think there are also a couple more agencies that does the same thing.
