When you go to your county voter registration office to register what identification do they ask you for in order that they register you? A driver's license and maybe a utility bill. Both of these documents prove only one thing. That you are the person in the driver's license photo and that you live in that county. Neither proves you are an American citizen. There are only 3 documents that prove a person is an American citizen; a birth certificate, a US passport, or naturalization papers. No other document proves you are a citizen. So, if the voter registration office does not ask for any of these documents to register you then anyone can vote regardless.
