The real problem is bureaucratic inertia. It's not a R vs D thing, both are culpable in creating endless bureaus and agencies to deal with perceived problems. Once created, these entities become permanent carbuncles on society. As noted below, the problem starts in the school system, where kids are taught that gubmint exists to solve the problems of the world. We're seeing the result of trusting people whose sole motivation is the quest for power to solve problems whether or not they have any expertise in that field or not. In fact politicians have no incentive to actually solve problems to trusting them to do so is the height of folly.
