What bothers me is that all service members are issued smart cards for their IDs which can uniquely identify them no matter where they are. It is not so much of a problem for DoD to have created an automated absentee voting system in coordination with the states that would allow each servicemember to vote, no matter where they are deployed as long as they have access to a networked computer system. It would be much cheaper to develop and maintain than the constant problems with paper absentee ballots. I guess that solution wouldn't satisfy politicians who don't want the military vote.
