Err... most of the soldiers were either out of Iraq or were leaving when Obama took office. And the Taliban didn't begin making headway in Afghanistan until late 2009 -ironically about the time Obama decided to begin sending drones into unarmed villages. Currently, the Taliban contorl 80% of Afghanistan. In 2008, the Taliban controlled only a small sliver of Afghanistan that borders Pakistan. Not sure what you mean by retooling the effort against terrorism. Al Qaid and Hezobollah now controll half of North Africa. Cut and paste somewhere else.
